DNR's own IC 14-24 compilation has no 'shall register' language; DNR publishes an optional 'Application for Indiana Apiary Registration' (forms.in.gov id 5340). Mandatory item is the import permit: 'A beekeeper may not ship or bring elements of beekeeping into Indiana from another state or country unless ... accompanied by a permit issued by the division' (14-24-8-4).
